The limits of autonomy : the presidency in multilateral negotiations
Abstract:
The paper deals with the role of the Chair in multilateral negotiations. Adhering to the basic principles of rational choice institutionalism, we identify the parameters that affect the Chair’s autonomy potential, clustering them in two broad sets related with the negotiation content and the organizational features of the institution. We use these parameters to analyze four case studies of international negotiations that comprise the World Trade Organization, the General Assembly of the United Nations, the Third International Conference on the Law of the Sea and the Open-Ended Working Group on the Reform of the UN Security Council.
