The article analyzes the nature of the minority problem in the Balkans and examines the special relationship which these minorities establish with their respective political centers after the end of the Cold War.She then goes on to review the major policy choises open to the political élites in Albania, Bulgaria, Croatia, the Former Yugoslav Republic of Macedonia, and Serbia in dealing with their respective minorities. Conversely, she also looks at the strategies employed by these minorities in their effort either to find a new balance within the newly formed political system or, to lead the relationship with the dominant ethnic group to a rupture. The article concludes with an examination of the implications of these conflicting policies for the stability of their political systems.
