This article, based on evidence from European regional policy, attempts to reconcile the two mainstream new institutionalist approaches to integration in Europe, that is the rational choice and the historical/sociological, by softening the strong assumptions of the rational choice approach about «institutional thinness», and by raising the importance of the social and institutional learning capacity at the supranational and especially at the national and subnational levels of governance. Within this theoretical framework, the concepts of institutional (inter-organisational) networks and social capital, as components of the socialisation function, are considered crucial conceptual tools for the learning capacity of the domestic national or regional structures, by facilitating collective action among the actors through the processes of political exchange and socialisation.
