The German military archives enlighten the dramatic days of April 1941, when General Tsolakoglou signed, on his own initiative, a protocol of capitulation with the German army. In his letters, especially in the second one, he declares to the German military command that his is ready to offer once again his services for the shaping of the government under his leadership. He also promises that he will follow to the letter the orders of Hitler. This letter infirms his statement that he was ordered by German military authorities to assume the task of forming a government and also belies the supposedly patriotic motives of the capitulation. Diplomatic files also prove that the government of Tsolakoglou had to serve the interests of Italy as well and to accept the distribution of Greek territories between the occupation forces. This government did not have popular basis, as it was proved by the dynamic resistance of Greek population against occupation forces and their followers.
