Ioannis Kapodistrias, the first governor of independent Greece, was not as inexperienced as it was formerly believed. In fact, he had already assumed administrative responsibilities in the frame of the ephemeral (1800-1807) “Republic of the Seven United Islands” , i.e. the Ionian Islands. Having been appointed Territorial Secretary of the RSUI, he contributed to the settlement of the disputes dividing Cephallonia, where he introduced a new, more rational taxing system. He also solved the financial problems of Lefkada linked to the program for the defense of the island and applied in general the principles of liberal economy to the administration of the Republic.
