On August 6th, 1845, the elders of the Greek Orthodox commune of the island of Kos gathered and, in the presence of the archbishop Pagratiou, deliberated about the foundation and function of a Greek and mutually instructive school. The elders undertook to create and secure the necessary conditions for the easy functioning of these schools. The financing sources were the contributions of the commune of Kos, for five years, and the aim of the foundation was «the benefit of the young people and of this island. The exchanged ideas appeared in a document of the Archives of the Cathedral of Kos. Comparing this document with a corresponding one of the same Archives of the 20th October 1773 we conclude the concession of the absolute power of the bishop of Kos in the communal matters, and the supplementary power of the elders. This progress in the communal matters of the Greek - Orthodox commune of Kos, is the result of the reform decrees of the period 1839-1876 with these decrees the Ottoman Empire tried to renew its hypostasis according to western patterns.
