Today, in the age of Information Society, where the technological innovation emerges at a very high rate, we have to employ very efficient adaptation methods in a library environment in order to introduce the required state-of-the-art, matured technology.In this paper, in order to meet the above mentioned requirement, we propose by employing modern Strategic Planning Methods for improving the technological level of an existing Library. As a case study, we have selected the Library of the Hellenic General Secretariat of Information and Communication, which aims at constituting a model library with a distinctively European and social character. In order to promote this goal in a structured and complete manner, we have prepared a detailed 6-year Master Plan focussing in the Library’s Information Development.One of the key tools used in Strategic Planning Methods is the VMOST (Vision, Mission, Objectives, Strategy, Tactics) Analysis technique, which describes the internal environment of the General Secretariat of Communication - Information in relation to its Library.Next, the PESTLE (Political, Economic, Social, Technological, Legal, Environmental) Analysis is applied, which analyses the external environment of the Library.Finally, the SWOT (Strengths, Weaknesses, Opportunities, Threats) Analysis is applied, which results in a series of Tactical Aims. These Aims are then achieved via the definition of a number of Information Technology Projects, described in terms of detailed specifications, list of implementation actions, time schedule and budget.The paper concludes with a number of Quality Assurance suggestions in order to achieve the required library services at a proper quality level.
