This article makes a critical presentation of the modernization proposals for the Greek Higher Education in early seventies, by the experts of the international organizations UNESCO, OECD and the World Bank during the preparation stages for the approval of a World Bank loan. These reports were the tools of a very complex system of technocratic planning of the education system of Greece according to the development theory and the manpower needs of the economy. The aim of the article is to show that the policies suggested for Greece in the seventies by the foreign experts: a. converged with the policies advocated by each International Organization worldwide b. pursued the transfer of policies and educational reforms that had been applied in Western Industrial societies c. were promoted in Greece, regardless of the political regime, the economic specificities and educational development needs of the specific country d. also converge, especially the policies proposed by the UNESCO experts, with the current European Union's proposals for Higher Education in the context of the Bologna process. These measures are nowadays implemented by the means of harmonisation of the policies of its members and the EE seems to be able to promote more efficiently than did the International Organisations in the seventies, reforms in its member countries and contribute to the global convergence in educational policy.
