This paper presents and analyses the concept of Structural Complexity (SC) in school organizations and the following changes in the appointment, control, power and accountability subsystems of bureaucratic Cyprus Educational System (CES) under conditions of social changes (appearance of immigrants - multiculturalism phenomenon). The absence of evaluation criteria of school's structure complexity makes the estimation or measurement of SC in educational organizations difficult, whereas the term "complex" is frequently used arbitrarily or as an alternative to "complicated". The present ethnographic case study, by means of quantitative and qualitative research methods, explores the differentiation of spatial dispersion - the third component of SC along with horizontal and vertical differentiation - in educational organizations, and compares them with others public organizations and enterprises. It is shown that the state primary schools, which admits non-native speakers (SNNS) and the middle and high hierarchical levels in CES as well, attempting to adopt the new situation - that of multiculturalism - fostered a distinct differentiation concerning infrastructure, operational, geographical and population dispersion. Moreover, a number of people involved in the operation of SNNS acquired additional authorities that did not confront to the formal job description and their role (expansion of power). An example is the Director's role when taking actions on different irreconcilable to his authority fields, which in most cases, leaded to the clash of roles (expansion of role dimensions). Thus, the above adaptive changes brought about new structures in the CES. The emergence of these new complex structures in the school system impart characteristics of semi-autonomous and de- bureaucratized organizations, which are analysed and discussed in the light of Sociology of Organizations and Complexity theory.
