Certain growth and macroeconomic theories support the popular perception that there is a primacy of the Dept. I over the Dept. II, both in actual historical reality as well as in the Marxian theory. Among the never theories, the Regulation Approach is a well known representative of this case. The paper reviews the theoretical foundations of this thesis and argues that it is erroneous both on theoretical and empirical grounds.
