Abstract:
The purpose of this paper is to investigate the training needs and methods for human resources development (HRD) staffs according to the ASTD Competency Model. The findings are expected to provide meaningful implications for the design of training programs. The author employs the Quality Function Deployment and the Borda Count to prioritize training needs and methods. The study results revealed that the competency needs for HRD staffs received most emphasis in the area of “Business/Management” rather than "Personal"; and that training methods for foundational competencies should focus on experience delivery rather than on computer technology.
