To be attractive, a self-service public transportation (bicycles or cars) have to ensure to thesubscribers a degree of availability without fault. Our work is focused in the development of a methodologyto aid decision makers to ensure the balance between the stations, to test new locations for the car-sharingstations. This work proposes a hybrid method based on concepts resulting from fuzzy logic, optimization andthe theory of the beliefs, making it possible to model the preferences of the subscribers and to determine themaximum utilization ratio of the stations. The manager of a car-sharing service can based on this step forbetter planning the activities of his team and to reduce the cost of unavailability and the exploitation.Performance indicators are defined for it and the optimization is based on the modelling of preferences ofcustomers.
