Application of binary Analytic Hierarchy Process in a decision process related to public sector is in themain focus of this work. We argue that the standard nine point scale based rating system used by the classicalAnalytic Hierarchy Process is not the most optimal one with respect to decision processes in the majority of publicorganizations. This mainly because it requires a lot of resources that such organizations do not have. Thereforea simpler rating system like binary or ternary point scale can be used instead. At the same time simpler ratingsystems are not very effective when a large number of criteria is involved since pairwise comparisons with respectto different criteria might end up with the same evaluation due to lack of alternatives.
