Taking into account the significance of the innovations and changes carried out in education (flexible zone, all-day schools, school activities schedules, school networks, exchange programs, etc.) as well as the need for constant development and improvement, the significance that the role of the Headmaster of the educational unit acquired, since he is the only one who can change or at least try to change the philosophy, the culture of the educational organization, to promote the school and make it effective, is in the offing. The acknowledgement that an effective school must change management or at least change the style of its management fortifies the viewpoint that the headmasters of the educational units are one of the most important factors of effective schools.
