The objective of the present work is to analyse the relations between Turkey, Syria and Iraq, as they are, in my opinion, developing under the pressure of the most crucial Middle East Problem; that is, the distribution between them of the waters of Tigris and the Euphrates.Following the presentation of both the potential and the qualitative characteristics of surface water in the region defined by the aforementioned countries, we shall proceed with a geopolitical interpretation of Turkey' s future role as an upstream country. A detailed analysis of Turkey' s GAP programme is also given. Also analysed are the multiple types of diplomatic blackmail practiced or to be practiced by Turkey in the near future on its neighbouringa countries, Syria and Iraq, endangering peace in the region. The diplomatic handling of the distribution of surface water by the three actively involved countries will be presented as related to the contributing factors of the Kurdish issue, the petroleum issue and the Hatay issue.
