Today, four years after the introduction of the policy for economic restructuringof the USSR, nobody can claim that the goals of the Perestroikahave been attained.Beyond Gorbatchev’s personality,, the systemic constraints hinder thedynamic changes which were expected in the economic sphere. The aim ofthis article is to approach the new way of managing of the Soviet economythrough an analysis of the chronic problems, whose persistence limits thepossibility of the Soviet economy to be restructured towards a more effectiveeconomy in terms of the consumers.
